Terms of Reference – Indonesia Managing Director

Job Description  

The Global Buildings Performance Network (GBPN) is a globally and regionally focused non-government not-for-profit organisation whose mission is to provide policy expertise and technical assistance to advance building energy performance and realise sustainable built environments for all. With team members located around the world in Indonesia, India, Australia, and Europe, GBPN brings over 10 years of knowledge and innovation to sustainable building policy reform. With every project, governments leverage our intellectual capital, our experience, analysis, evidence and our network.

GBPN’s goal is to contribute to the building sector achieving its full energy savings and CO2 mitigation potential of more than 2.1 Gt by 2030. To do that, GBPN assists governments and industry to implement climate change actions in their building sectors that help achieve their commitment to the Paris Climate Agreement and Sustainable Development Goals (SDG).

Context & Reason for the Hire

Over the past three years, GBPN has experienced rapid organisational growth and expansion of services, particularly in Indonesia and India. There is also the very real issue of time running out. If we are to achieve zero emissions by 2030, incremental change is no longer enough, we need to think and act bigger and faster.

To continue on this trajectory, we are currently establishing a local Yayasan in Indonesia. This strategic move reflects our commitment to deepening our impact and expanding our efforts to promote sustainable building practices in Indonesia. The creation of the Yayasan will enable us to better collaborate with local stakeholders, including government agencies, industry partners, and communities.

To support this initiative, we are now searching for a Managing Director to run GBPN -Indonesia Yayasan running under licence, and as a member of the GBPN. Our new Managing Director will lead GBPN’s Indonesia Yayasan, overseeing all operations and strategic initiatives. This role is pivotal in ensuring the success of GBPN Indonesia projects and fostering strong partnerships that drive meaningful change with GBPN globally.

Scope of Work

The Managing Director will lead and manage GBPN Indonesia Country Yayasan, and is responsible for organisational development, fundraising, strategic planning, program implementation, the financial and ESG performance of GBPN Indonesia. The Managing Director will oversee all operations, programs, and strategic initiatives. This role requires a seasoned professional with over 10 years of managerial experience with a deep understanding of running a successful organisation and people-centred team management. They must also have a demonstrated ability to think critically and strategically, capable of developing long-term plans that align with organisational and country goals, identifying opportunities for innovation and growth, and effectively navigating complex challenges to achieve sustainable outcomes. The Managing Director will also contribute to GBPN global strategy, fundraising, reporting and communications.

    • Achieve measurable progress toward decarbonisation of Indonesia’s building sector, increasing access to healthy and resilient sustainable buildings, through effective organisational development, fundraising, strategic planning, and program implementation.
    • Meet the financial and ESG performance goals of GBPN.
  • Leadership & Fundraising
    • Capitalise on the GBPN’s potential and leverage GBPN’s track record and experience to expand on our strategy for Indonesia.
    • Provide visionary leadership to the country office, fostering a culture of innovation and excellence.
    • Run GBPN-Indonesia as a successful Yayasan, including all business, financial, legal, team and programme requirements.
    • Lead fundraising efforts in partnership with GBPN, identify existing and new sources of program funding and execute business development initiatives to grow and diversify grant resources for the country-office.
    • Represent GBPN and its interests in national and international forums, advocating for sustainable building practices.
  • Strategy
    • Develop and implement the country’s strategic plan (including business plan), ensuring alignment with the Global strategy and setting effective long and short-term goals for successful implementation.
    • Ensure that the country’s activities align with the Global mission and vision and are tailored for precise and sustainable impact.
    • Be an active intentional collaborator with GBPN Indonesia’s Yayasan Boards to design and guide any strategic issues and key changes that affect the programs and reputation of the organisation.
    • Communicate the vision, mission and strategy to the GBPN team, stakeholders, and partners.
  • Program Management
    • Oversee the planning, budgeting & control, implementation, and evaluation of programs and projects.
    • Ensure programs align with organisational objectives and meet funding requirements.
    • Monitor and report on program performance, making adjustments as necessary to achieve desired outcomes.
    • Identify opportunities for new programs and initiatives that align with the strategic goals and oversee the design and implementation of new program opportunities.
  • Operations and Financial Management
    • Manage the Yayasan budget, ensuring efficient and effective use of resources.
    • Oversee administrative functions, including HR, Recruitment, Contracting, IT, Accounting, Tax and Finance, and Logistics.
    • Ensure compliance with local laws and regulations.
    • Provide regular updates to GBPN Indonesia Board within agreed reporting mechanism.
    • Oversee the development of program budgets, ensure efficient use of resources and play a key role in activity planning.
  • Stakeholder Engagement
    • Build and maintain trust and strong relationships with government agencies, donors, partners, and other stakeholders.
    • Collaborate with stakeholders to identify opportunities for joint initiatives and funding.
    • Communicate effectively with stakeholders to promote the organisation’s work and impact.
  • Team Development and Management
    • Oversees the on-boarding of current team as employees within the Yayasan and ensure HR practices & policies are compliant with all relevant in-country labour laws & regulations
    • Lead, mentor, and develop a high-performing team.
    • Foster a collaborative, fair, inclusive and respectful work environment.
    • Ensure the team understands and commits to GBPN vision, values and strategic objectives.
    • Assist in building GBPN’s capabilities in the country by ensuring the team is equipped with the necessary expertise and capacity to achieve GBPN’s strategic objectives.
    • Implement performance management systems to ensure team members meet organisational standards.
  • Local-Global synergy
    • Communicate and Implement global policies and operating principles within the country office.
    • Ensure all country office activities and initiatives comply with organisational standards and guidelines.
    • Regularly communicate with the global office to align country-specific activities with global strategies and objectives.
    • Schedule and participate in regular meetings with global leadership to ensure consistent information flow and collaboration.
    • Foster a culture of collaboration and mutual respect between all GBPN Global Networks, including other country offices and the global office.
    • Promote understanding of cultural differences and leverage them to enhance teamwork and communication.
  • Reporting and communication
    • Managing and reporting country-office operational and financial health, budget and cash-flow to Global Office, and managing organisational, operational, financial, tax risks.
    • Provide timely and comprehensive reports to the global office on program progress, financial status, and other key metrics for group-office-consolidation at Global GBPN level.
    • Provide progress and impact reporting to all donors
      • On financial status of all grants and actual programmatic expenditures.
      • On programmatic and organisational objectives and key results (OKRs).
    • Work with Global Communications team to develop and share compelling stories of program success, research outcomes, lessons learned, unique methodologies and ways of working to build our brand locally and globally.
    • Maintain accurate and up-to-date documentation of all country office operations and activities.
    • Ensure donors are highly satisfied with program impact and ROI by maintaining exceptional technical quality and strict compliance with donor requirements.
    • Monitor the overall resulting impact produced by GBPN’s projects in achieving GBPN’s country objectives in Indonesia.

Essential Qualifications

Skills and Experience

  • Masters Degree in Public Policy, Economics, Architecture, Business Administration or similar degree/qualification or a minimum of 15+years in a senior leadership role preferably in the nonprofit sector/ international development agency/ building industry.
  • An Indonesian Citizen with a demonstrated global mindset and experience, cultural competence and adaptability in diverse environments.
  • Entrepreneurial spirit.
  • Experience in developing and implementing strategic plans and initiatives, with an ability to set long-term goals and drive organisational growth and impact.
  • Strong track record of securing funding from diverse sources, including donors, grants, and partnerships.
  • Experience in developing and executing fundraising strategies.
  • Experience and proficiency in managing large budgets, ensuring financial accountability, financial planning, and financial reporting.
  • Experience in designing, implementing, and evaluating programs and projects.
  • Experience representing the organisation in public forums, media, and high-level meetings.
  • Experience working with a wide range of stakeholders, including donors, government agencies, partners, and community leaders.
  • Experience in identifying and mitigating risks.

This is a remote role and GBPN requires the Managing Director to have the capacity to work from home or equivalent. Communication with GBPN team members around the world is largely online and may require working outside normal working hours.

Direct report

In this role you will be reporting to the Chair of the GBPN Indonesia Board of Trustees and Supervisory Board in which the Global Executive Director/CEO is a member. The Global ED/CEO is responsible for global organisational development, fundraising, strategic planning, program implementation, the financial and ESG performance of GBPN.
