
Jackline Okeyo
Founder and CEO, Mzansi Clean Energy Capital
Jackline is the founder and CEO of Mzansi Clean Energy Capital, a start-up fund partnering with affordable housing landlords to catalyse investment in utilities infrastructure projects targeted at low-to moderate-income households in affordable housing in Africa. The enterprise’s innovative instrument was selected out of 75 instruments to represent Africa (Eastern and Southern region), in the 2024 cohort of The Global Innovation Lab for Climate Finance.
Jackline has over 16 years’ industry experience in real estate development and building decarbonization policy across South Africa and the US. In the US, she consults for the New York State Energy Research & Development Authority, where she supports the clean and resilient buildings team in unlocking federal funding and driving equitable stakeholder engagement processes for the state’s housing decarbonization programs. Ms. Okeyo has also provided technical support and advisory services to the UN Task Force on Leveraging Partnerships towards the Implementation of the 2030 Agenda, managed by the Capacity Development Programme office and chaired by the UN Assistant Secretary-General for Economic Development and Social Affairs.
Her experience in South Africa ranges from working on commercial real estate projects in the property division of Investec Bank to working for a privately held property fund investing in rural towns and townships. She is currently a non-executive director at International Housing Solutions, the largest affordable housing private equity fund in Sub-Saharan Africa, which has delivered 30000 energy-efficient units. She also serves as a member of the Finance to Accelerate Sustainable Transition in Infrastructure initiative (FAST-Infra). She also serves as an African regional council member of TISFD, a global Taskforce on Inequality and Social related Financial Disclosures.
Jackline holds an executive MPA from Columbia University in the US and a Bachelor of Science (Honours) in Property studies from the University of Cape Town. She is a registered chartered commercial property surveyor with the Royal Institute of Chartered Surveyors (RICS)(UK), an Edge Expert (IFC), and an accredited Green Building Professional with the Green Building Council of South Africa. She is also one of eighteen African Climate Ambassadors, supported by the African Leadership Institute and the Climate Action Platform for Africa. Jackline is a former Gauteng regional chairperson of the South African Women’s Property Network and was the non-executive director for the RICS South African Market advisory panel.
