Dr. Hao Bin
Chief of CSTC, MOHURD
Dr. Hao Bin is the chief of the Building Energy Efficiency Division at the Centre of Science and Technology of Construction (CSTC), MOHURD. He works mostly on building energy efficiency, renewable energy in buildings and district heat metering and billing.
More than 30 research projects have been carried out by Hao’s team, including 11th and 12th five-year Science and Technology Support Programs, MOHURD projects and GEF, WB, EF projects. Most of his research was adopted by the Chinese government in building energy efficiency labelling schemes, heat metering and billing methods, and renewable energy incentives in buildings. He published several scholarly works; among them are three books edited by him: Building Energy Efficiency and Clean Development Mechanism; Building Integrated Photovoltaics Engineering Design; and Heating Metering and Billing: Theory and Practice.
Dr. Hao is also the director of the Chinese Renewable Energy Society, a committee member of China Green Building Council, Heating Metering Professional Committee, and China Building Material Test & Certification Centre. He is also a reserved overseas official of the Ministry of Science and Technology and as an expert of the World Bank from 2005 to 2006.
Building energy efficiency should be based on market-driven instead of government-driven incentives, although policies are crucial incentives especially to upscale energy efficiency in buildings.
