GBPN出版了第一套用于比较最佳建筑节能规范的客观评定准则。通过采用了由国际专家们根据各国经验开发的衡量准则，GBPN开发了一套简易的网上比较工具。工具开发的目的是在强有力的政策框架下促进推广高水平的、动态的建筑节能规范的采用。
